Why are people standing on trains going 120kmh

One of my ongoing fears is an incident with an overcrowded VLine train between the Border and Southern Cross Station. These trains are travelling at 100+kmh and yet we still have people standing or sitting on the carriage floor. Helen Brockman wrote to me recently with the story of a 69-year-old friend who had to stand from Chiltern to Melbourne. A Chiltern mum and her two children found their seats double booked on another busy train.

I think the number allowed to stand on this train should be ZERO.
In Victorian Parliament House in early October I asked the new Minister to tell us what this number is. She has four weeks to respond.
